    I read on a number of webmaster forums that you can start a take-down process by filling the form in dmca.com/signup/. I don't know if it will work in any way. But this site steals your property - content, images, videos, so there should be a way to penalise it.

    I know a case when a 404 redirect is made from an overly-spammed/banned website to a competitor's domain. The negative links from the poor domain are sent to the good one, and you can guess what happens.
