Small quantities of orders, low cost per order. Customers choose to pay by cash on delivery or PayPal upfront. I want to charge a small surcharge for PP users, per PP order, otherwise it'll put up the cost unfairly for cash payers. This appears to not be OK with PP, at least from a quick search...
