Yeah you're spot on on this one. This character is going to milk it for all it's worth. He's one of life's takers, that will find any use any reason he can to avoid responsibility for his god awful life choices and neglect of general personal responsibility.

We already put small signs on most of our more public fences and they do bring in business. I know one particular fence has brought in 20+ calls from a 3"x 2" sign. Customers don't seem to mind, despite not being paid anything for them.
