Who would the best person to contact at a company regarding sponsoring a football team or anything like that?
Also I am looking at starting my own small business in the next few months and will be requiring a website but I have absolutely no idea how to set one up. I understand that costs would depend upon what type of website I would require and its contents. As I am only starting off I do not have a big budget to do a website so want it cheap as possible, but I want it to look decent. Any thoughts?

On sponsorship I would agree with ethical PR above. You would need to contact either the company owner or the marketing department / marketing manager.
On the issue of a website I could point you to the people we are using for our business, they do both online shops and general content websites, and their charges are reasonable. The good thing is that they provide everything including hosting. Feel free to PM me when you are ready to go ahead with your website.
    Hope this helps.
    Cheers,
    Tim

Are you reasonably IT literate and have some time? If so, Wordpress is easily the most popular content management system and there's so many tutorials on the net to help you get started.
