Manufacturers or suppliers should be based in the United Kingdom.

I am particularly interested in liquid and bar soap goods.

Many of the sites I've encountered are wholesale, making it difficult to identify independent makers. I would appreciate it if you could guide me in the right direction.

A trick that cuts out the wholesale noise: search Companies House by SIC code 20420 (manufacture of perfumes and toilet preparations) and filter to active companies. That list is actual UK makers rather than resellers, because resellers register under wholesale codes. Cross-check candidates against the CTPA member list and, for the small independent makers, the Guild of Craft Soap and Toiletry Makers.

When you shortlist someone, two quick questions separate a real manufacturer from a middleman: ask who acts as their Responsible Person under the UK cosmetics regulations, and whether they hold the CPSR (safety assessment) for the products themselves. A genuine maker answers both in one email; a trader usually goes quiet or forwards you to someone else.
