Its called boot legging and is totally illegal.
when you import you will have to pay uk Duty, which is the reason that most people go to Europe.
20 deck of cigs cost £5 uk avg in europe same pack would cost £2.80

Oddly, the same question was posted on quite a few sites, but the answer - if you come back and read it is
What goods are liable to Tobacco Duty

The following goods are all liable to tobacco products duty if they are made wholly or partly from tobacco or from any substance used as a substitute for tobacco:

    • cigarettes
    • cigars
    • hand-rolling tobacco
    • other smoking tobacco (also known as pipe tobacco)
    • chewing tobacco
There is no duty on snuff and herbal smoking products.

Shisha from what I understand is a herbal product, so the above text - from the HMRC site seems to suggest it's fine.

That means that it is possible to import shisha without having to pay any taxes? Interesting...

You can even win items like sheesha and much more by paying nothing from online auction sites.

    Before you import hold up!!!

shisha tobacco is classed as tobacco so you pay the standard tax rates. A quick google shows that.

You can however pick up herbal brands like Hydro, ElRosha, Soex etc without tax as they contain no tobacco.

Where are you opening by the way?

imports are regarded as having no commercial character if they take place occasionally and consist of goods for the personal or family use of the travellers, or of goods intended as presents. The limits laid down in the table above also apply if you come from

    • Canary Islands,
    • Channel Islands,
    • French Overseas Departments
    • Aland Islands
    • Gibraltar
    • Helgoland
    • Büsingen
    • Ceuta and Melilla
    • Livigno
    • other territories where VAT and EU excise provisions do not apply.
EU legislation concerning allowances for travellers can be found in Council Directive 2007/74/EC of December 2007 (as far as VAT and excise duties are concerned) and in article 41 of Regulation 1186/2009 as far as customs duties are concerned.
In spite of these rules the importation of goods may be restricted or prohibited in accordance with specific Community and or national legislation.
