Following a successful ballot in June 2010, approximately 10,500 homes currently owned by Stockton Council and managed by Tristar Homes Ltd (as Stockton Council's Arms Length Management Organisation) will transfer to Tristar Homes Ltd, which will transform into a Registered Provider of Social Housing.
In addition to the transfer, Tristar Homes Ltd intends to form a group structure with Housing Hartlepool, the Landlord for approximately 7,000 homes in and around Hartlepool.
It is envisaged that the group ("the Group") will be a party to the framework agreement, along with Housing Hartlepool and Tristar Homes Ltd.
Contractors should note that the award of a framework agreement is subject to the successful stock transfer to Tristar Homes Ltd.
Tristar Homes Ltd and Housing Hartlepool are seeking expressions of interest from suitably qualified and experienced organisations to assist in the delivery of the internal and external, non traditional properties and communal works packages including: kitchen replacement, electrical upgrades, bathroom replacement, heating replacements, roofing repairs and replacement, facia, soffit and rainwater goods replacement, brickwork and external render repairs, improvement works to Tristar Homes Ltd non traditional properties and communal areas of its low rise flats.
These improvement works will include structural improvements, mechanical ventilation installations, external cladding and potential window and door replacements. Improvement works to the communal areas of the low rise flats will include the replacement of the communal doors, new flooring, improved lighting, intercom systems and decoration. In addition to the main works, Housing Hartlepool's work will comprise the replacement of the components including: heating systems and boilers and kitchen units. Successful contractors will be required to work alongside Tristar Homes Ltd and Housing Hartlepool's Direct & Building services team to deliver mutually agreed targets with regard to quality, time and cost certainty.
In addition to the above, successful contractors will be required to enter into a joint supply chain arrangement in order to provide Housing Hartlepool's Building Services Team with material components for its replacement programme including heating systems and boilers, and kitchen units.
The contractual arrangements will comprise a bespoke framework agreement and the call off contract will be the ACA Standard Form of Project Partnering 2000 (PPC2000) (amended 2008).
You must submit your completed PQQ via In-tend e-tendering system no later than 17:00 on 8th November 2010 Completed PQQs may be submitted at any time before the closing date. Please note that completed PQQs received after the closing date will be rejected. Potential providers must keep their contact details on the e-tendering system up to date or they will be unable to receive communications from Tristar Homes Ltd and Housing Hartlepool.
