Halogen or Fluroscent Tubes Lighting

I'm a volunteer in our church office and we are planning a move to a different room and will need to address lighting issues. I have been given the task of presenting the pros and cons of halogen and fluroscent lighting.

The office is fairly large and there will 3 or 4 desks that will have PCs or laptops so what I need to know which would be the best form of lighting from a health and safety perpective and cost perspective.

Please can someone advise me or direct me to somewhere I can get the information from?

I need to be able to report back on this by Monday 13 March, so time is quite short. Many thanks for you help.

We have fluorescent lighting in the bakery and it makes my eyes ache. Plus they are a bugger to dispose of when they need replacing. They are quite scary if you drop one by accident too, they explode and shatter outwards into loads of tiny bits of glass. I don't like them. The halogen is bad for your eyes too!

If I had a choose, I would have normal light fittings and buy those day light bulbs, I like those the best.

fluros are alright, but I would suggest supplimenting them to avoid the 50hz flicker giving you aching eyes.

It's not quite as simple as fluorescent vs halogen, the real issue is glare and you need to choose fittings with the appropriate category of louvre. There is some info here on that:-

Cat 1 fluorescents are OK, I work all day under them and because of the louvres you really don't notice that they are fluorescent. The other thing to consider is window blinds for when the sun is too strong. We had to change ours recently as the existing ones were not dense enough to block out the low sun you get in winter.
