German duty (zoll) charged on shipment from Northern Ireland to Germany

    We send a shipment with Royal Mail from Northern Ireland to Germany. The package even has a label informing about the Northern Ireland protocol. Still the customer had to pay 13 EUR in "zoll".
    The package was handled in Germany by DHL Deutsche post Intl.

    Any ideas how we can proceed with this, or who we can complain to?

    Customer claims VAT back from German tax office.

    How you educate DHL is far more questionable.

    My understanding was that the protocol covers shipments between the South and the North. Sending goods to a foreign country, out of the UK would attract VAT due to the end country - so it sounds correct to me. If it was not paid using one of the scheme here, of course. Shipments to Dublin from Belfast are not taxed as far as I'm aware. Have I misunderstood?

    Yes you have misunderstood.
    Most of our shipments from NI to the EU are being handled correctly.

    The mistake you made was to use Royal Mail - they repack every container at the Heathrow Worldwide Distribution Centre by the destination country, so you think that you are sending from NI, but the German Zoll sees very clearly (dirty great big label) that it came from Heathrow and the last time they looked at a map, Heathrow was in Englandshire! In future, drive to Dundalk or use a courier that sends via the RoI.

    We have sent quite a few packages from NI to Germany already, and this one is the first that incurred any VAT in germany. Royal Mail does (normally?) label the containers correctly with which packages came from NI.

    I don't think the suggestion to not use Royal Mail from NI to EU is a sustainable solution.
