I'm looking to work with an experienced Nottingham or East Midlands based developer to help develop a B2B subscription based website community / web application. The project will be ongoing as the service will need to evolve over time, therefore I am ideally looking for a suitable business partner who has the necessary developer experience to launch this new service.

Not knowing the full extent of what you are trying to achieve, PHPLD may be a good starting point. It is link directory with articles and comments (blogs). Version 2.4 is free, but old. Version 4+ is around £20 and is relatively feature rich and appears to have all the right SEO options.
