You need to download it to your PC and then upload all the files to your server, you can then log into the admin area and change everything to your requirements.
Let me know if you need any further help. I have used cubecart myself and found it much easier than zen cart and oscommerce.
Generally speaking, if you get stuck, your host should be able to help you out. I haven't used Cubecart myself, but to try and load it locally might be problematic to say the least.
cubecart is a php script, to run it on your PC you will need a web server (apache), php and MySQL, you will also probably need a database manager so you can create databases and users if you do not know how to do it via command line.
I run XAMPP on my Windows PC at home and have never had any problems with it. It has Apache, PHP, MySQL and phpMyAdmin all in one handy package. You can get it from here
