Closed the shop recently after landlord agreed to end lease early and informed the Council rated dept, they have sent me a bill with calculation for the days occupied since April 1st.
    Total Charge for period 2402.96
    Less payments 3706.50

    Amount payable - (-1303.54)

Does that mean I have overpaid? Do they refund the overpaid amount? should I make a claim for it?

Then yes you have overpaid. Ask them who refunds the overpayment.

I did email the rates dept, got no response, but now got a revised invoice showing £103.87 less!! This could be for the recycling bins that I have not paid since April.
I will make a call tomorrow.
