Absenteeism

We have an employee who has been consistently absent, usually on a Monday. He has had 2 written warnings so far.
2 weeks ago he did it again, knowing what was coming, he went to the doctors and managed to get a sick note for "work related stress".
He came back to work today, but is this work related stress diagnosis really a get out of jail free card? ie if he can just use this as an excuse every time he takes time off, is there anything we can do about it or are we just stuck with it?
I'd be grateful for any advice
