Would you pay to advertise a landing page?

I've been working on a project for a reasonably long period of time but I want to see if I am aiming in the right direction so I wanted to create a simple landing page with a form to sign up to a newsletter as well as giving some social media links and of course more information on the business.

I'm thinking of dropping some cash on Reddit or Twitter in the hope that I can see how popular the idea is.

This is exactly what you should do, test and measure, learn market interest (research).
Not too much, only enough to gather the information you need to learn if it has merits or not.

Are potential clients/users on Reddit or twitter? Are they the sort of people who would sign up for a random newsletter?

My niche is music so there is a large community in Reddit with numerous sub-genre reddits for specific types of music and I feel like it would be a good place to start. I'm not quite so sure about Twitter. I wouldn't touch Facebook with a barge poll.

I've also considered making some TikTok videos as I move forward with the project but I'd have to learn to you it (I'm not Gen Z).

I think I will sign up here once I have something to show. I'll also look into the link provided.
