It's Auctiva who have done this, you can switch it off in the account profiles for future auctions/listings, the exisiting listings need the html to be edited to get rid of it, people will get negged and possibly banned for this.
Since a lot of ebayers use Auctiva, that could be a lot of them, myself included.
