Darren here, I'm the owner of my Cardiff Forum. We've just launched and looking at cost effective ways to market it, we need to reach as many people as possible.
A forum is a very difficult thing to make a success.
I run a forum http://lfc-hereford.co.uk/lfcforum/index.php which is dedicated to Liverpool Football club but getting people to post is so difficult. There may be a lot of lurkers but posters are hold to find, and that applies to most forums. However when a forum is a success it breads more members itself.
There are 1000's if not millions of forums out there probably with less than 1000 posts.
Obviously for you, you have a good base - ie all about cardiff, and I think your best way is to get out on the streets, in the bars and hand out flyers. This is the cheapest way for you and can give you a good source of membership.
You also need to get links to your site so get emailing people and asking. They can only say no.
