Here's my suggestions for link strategies
Inbound links
1) Ensure the links coming into your site are from other relevant content websites i.e. if you site is about travel for example, you want to try and get links for other travel related websites. Basically look to match your site's keywords against that of other sites.
2) Try to get the links to not necessarily be urls/web addresses but instead be a line of text i.e. my url is dotwhack.co.uk but I ask anyone linking into me to use SEO/PPC Specialist as these are keywords for my site.
3) Look at your competitor's sites and see where they have links in from - this is a good place to start in looking for inbound links - check they're relevant though.
4) Begin by looking for related sites with a high google PR - this will help you PR.
5) Don't pay for links or embark on projects with firms who guarantee placement on x thousand sites - they're not good quality
6) In trying to obtain in-bound links, ring people up, explain what you're trying to achieve and offer them a link back from your site.
Outbound Links
1) When giving people outbound links, instead of giving them a url, give them a line of text ie. SEO/PPC specialist
2) Instead of havign a 'links' page, called in 'sueful resources' or something similar. Or alternatively you can link to other sites through your content - check out
www.armadamh.co.uk - thats what I aimed to do for them - link to suppliers etc but without having an ugly links page.
Thats just some basic pointers but if you need further explanations or pointers PM me.
