VAT: Return & Reclaim

Hi

My VAT effictive date is tomorow, August 25th 2011.

1) When do I need to do a VAT return?
2) When do I reclaim VAT on my purchases (from VAT businesses)?

This bit is a small headache for me. Calling HMRC takes forever.

Where does the effective date of 25 August come from?

Your VAT registration certificate will give you the date of your first return period, and it's normally quarterly after that.
