I need to create an email newsletter (HTML) can anyone recommend a package or service provider for this?

Make sure your newsletter works in plain text. I'm probably an old dinosaur, but I use an email client that blocks images and strips out HTML.

Have a try with Constant Contact (www.constantcontact.com).
It allows you to have a free 60 day trial (with up to 100 contacts) and can send in HTML and/or plain text. After the free trial it's pretty cheap to subscribe to - off the top of my head I think it's costing me about £7 per month for up to 500 recipients.
I use it and have not yet encountered any problems.
