    I have updated my site and will be adding resource pages offering free training and information to our visitors.
    I need 2 things:
    1 web stats, i need to see how often the site is being visited and how many are visiting etc.
    2 Login with auto responder to let our members know about new items.

    I am running on a very tight budget and my server doesn't support php. so if there is some free software or html that i can enter then any info would be greatly appreciated.

    Your webhost will log every request to your site, so it'll all recorded somewhere, you just need to get your hands on it. Depending on who hosts your site they may well provide a tool to provide nice graphs and stuff - I'd check out your hosting package first.
