call them, explain that you have spoken to HQ and that they have said that you should call them directly as the decision lies with them, they will appreciate that you have gone down the right channels. also this means your speaking directly to the decision maker, cutting out the cost of mailings that you are not even sure they will read, and you can build a database of the 43 companies and see who is of value. Have something ready to send via email, they are more likely to read it if they have spoken to you and asked for you to send something, then leave it for 2 or 3 days unless told differently by them, and call back to see if they have read it.
Is there someone who specifies the purchase? Is there someone at H/O who recommends the products to the individual units (before they go off and do it themselves).
Once you've answered that one, the others are quite right - get in there and see if you can find someone to "champion" your cause. If you're targeting 43 people, there's bound to be someone who likes what you say, see if you can enlist their support in encouraging the other 42 to buy from you?
