With Diesels milleage is not that crucial, a well looked after Escort Van is good for 300,000 miles, a badly cared for Escort van will be lucky to see 100K.
Service history is crucial here, if you look around £1000 should be enough to buy a very tidy MK6/7 Escort (oval clock).
Police vans are not a bad area becuase they very well serviced and well washed so rust is not likely to be a problem. When was the last time you saw a rusty police van?
