Personal story for a small little fraud made by ECE Serdica Center Sofia. Next rows are direct to firms, companies and enterprise which decide to work with this corporation.
The story begin with the call from the Serdica Mall management which invite me with two of my firm to help them for the Grand Opening and then to stay for a year or two. So the arrangement was to make 2 kiosks to support the opening and to ensure the good mix of international firms in food court. We accept the challenge to participate in this huge project and we were quite excided. Week after that we was ready with engineer plan, architecture plan and visualization. Week later they call us that our project is agreed by the central management in Hamburg and we must be ready for the opening in 16th of March. So the work has begun and the preparation must be accurate and fast. The kiosk was almost ready when 5 weeks before the opening they relocate us, because one or two of the biggest firm participate in the Mall thread them to leave if they didn’t put us out aside. So after we manage this problem with relocation in more or less bad area we can to new problem. Week after that our project was in a final stage and a lot amount of money was put in it. Then our host from ECE call us with another problem, the water that is vital for our work can’t be install in this location so we must find the way to fix this problem in order to be legally prepared for the government standards. My next step was to find some mobile plumbing system with certificate in order to continue my work. It was hard to make mobile water system in such small area but with the help of other companies we manage to fit it and to build in the system. This of course wasn’t cheap and makes our project more and more expensive. Meanwhile the management encourages us with ideas and in other hand they didn’t give us the contract that will explain our relationship (I don’t know why). So we were come and work even harder because the opening was near. Two weeks before the grand opening the management calls me with another “small” problem. The electrical power to the spot was enough only for a couple of lamps and nothing more. So if we didn’t sell books we can’t make any kiosk which can produce or sell any food. 2 weeks before the opening we have 2 kiosks with no chance at all to be placed and work. The amount of money was serious and will be lost and the contracts with supplies done and can’t be complied. I send couple of e-mails to the central management in Hamburg but no even one was reward with answer. I asked the management how we can fix the problem. The answer was that we must pay for the electricity increase from our pockets. After more than 350 euro per sq.m. per month rent, they tell us to pay the electricity increase. At the end they want 350 for the floor only without electricity and water. We decide to pay the electrical power repair. After 3 days they will tell us that the price for 130 meters cable, new fuse and electrical panel is 4400 euro per kiosk. This is pure kind of extortion and they know that we have no choice but to pay because we will get out of schedule. Week before the opening when we agreed to pay another problem occurs. To pay the electricity the management needs to get permission from the central management in Hamburg. The whole procedure consumes as much time as the preparation for the project. After all the general manager Stephan Fikel shake his shoulders questionably and after this 30 minutes story he say: It’s not my responsibility you don’t have the contract. General Manager in ECE Corporation can’t fix a couple of cables and don’ carry any responsibility to mislead Bulgarian companies. ECE didn’t take any responsibility that put us in debts and bad contracts with supplies. ECE didn’t take any responsibility to inform us WHEN their problem will be fix and clear. ECE Central Management didn’t send us even some sort of letter or apology or any kind of interest to the problem that they put to me.
So dear friend in the world of B2B environment, moral issues and correct business attitude ECE projektmanagement make fraud that I think no one can afford to do. So furthermore when some of you decide to work with this deceit company make your mind very carefully because Bulgarian business is discriminated and disrespect. Deception like this must get popularity in order to prevent some firms to lose money, time and efforts. This kind of treatment I sure is unacceptable for the German as well as international business standards.
Entrepreneurs, small companies and developers, be careful when you work with ECE projektmanagement.
