I own some blogs and want to run an independent advertisment program where advertisers an advertise by payment online and sending in their ads for me to upload. How do I go about it. Which is the best way to process payments.

Do you particluarly want to run your own program as this involves a relatively serious amount of work not least the marketing side of it as you will need to put together a media pack for your potential advertisers in addition to the implementation itself as well as the back office administration. Its success, as in attracting advertisers, will be down to your marketing of your product and your potential advertisers ROI. Do your blogs really have the required footfall to make it attractive to advertisers?
There may be very good reasons why you wish to do this but have you thought about the far easier route of Google Adsense, Tradedoubler, Commission Junction etc. who all run affiliate schemes that may well be a better route for you?

Perhaps you could try a script something like OpenX (http://www.openx.org) (formerly known as phpadsnew.)I've used this a few times (when it was phpadsnew). It can be a bit buggy depending on what else is running on the site, but overall it works very effectively for running ads.
Also look at mysimpleads (http://www.clippersoft.net/).

Do your blogs use wordpress? if they do there is a plugin you can get, i think its free but not sure. It creates a page where advertisers can select which predetermined type of advertising they want eg. Banner ad, paid review etc.
It will tell them the cost and details, it will also ask them to upload advertisement or give details etc and then it will accept payment and send all details to you. Its all very easy, you just need to set it up.
