Dedicated internet in Essex?

Is there anyone in Essex who has access to a dedicated, non contended pipe?

I am looking for a location where I can install a half height 19" rack and have access to at least a 20Mb non contended connection, chargeable per Gb transfer.

We are not web hosting and it is all strictly above board.
