There is no such thing as best. It all depends on YOUR requirements. They all have streangths and weaknesses.

Have a look at Magento (Still in beta, but production version due by the end of the month) and Zencart. They're both two of the better open source solutions but as mentioned above, it depends on what you want to do with it.

I second Magento. I have been actively involved with following the project and it is going to blow the socks off other open source e-commerce packages!

Now this is what kulture meant by YOUR requirements. Personnally I can't stand e-commerce "solutions" like oscommerce, zencart, magneto etc. I feel the support is lacking as there is generally more of a community approach to them.
If you are new to e-commerce then you are probabyl better off going with a paid for package where you have support from the company itself.
