One of our clients is looking at incorporating a system into his website whereby surfers can text an answer to a question, and if they are right they can win a prize.

Texts would be charged at £1.00 per entry.

Does anyone know how such systems are set up, and what the regulations are behind them?

We could provide an SMS voting system for you. However the outpayments are very poor - greedy networks.

I do not have the exact figures to hand but if you charge / reverse bill a user you will receive about 50% of the costs. So £1.00 would NEt you around 50p.

As above the margins from the networks are awful. To my mind they are one of the biggest barriers to m-commerce. In regards to legislation the body that would monitor this would be ICSTIS ( http://www.icstis.org.uk/ ), their website is quiet helpful with info that you could require.
