As with most things, it depends on how involved you want it to be. You can download a free directory script in php from here (http://www.freephpdirectoryscript.com/) and getting it set up is literally a 10 minute job.
With a little bit of modification, say an evenings work, you can make the free script look something like this (http://www.slapmatt.com/) with a nice homepage, images, AdSense and a bit more of a tidier back-up.

I dont mean to be rude but how do you make money from it? Advertising is it?

Err, I don't ;)
I make a small amount and I mean small from AdSense, to be honest I only really set it up to see how easy it was and to play around with php templates for a different project. The fact that the directory runs itself means that I have to do literally no work, so I'm happy for it to keep ticking over.
There are plenty of money making avenues you could presue however. Selling space for Featured Sites on the homepage is one, having paid listings is another (currently all my listings are free) and if the directory becomes popular you could make a few bob via AdSense or similar. It all comes down to how heavily you want to promote the directory and how profit driven it is (mine is totally free).

Thanks mattk,
I am not looking to earn loads from it just enough to pay an expert to do it as i am NO expert.
