Can you get them to send you hardcopies still or is it mostly online only?

I don't think that the manuals have ever been available on paper.
If you mean the guides to complete tax returns, they stopped sending those out on paper about two or three years ago - thankfully. We simply binned them and used the online versions. Hugely wasteful, imo.
As to forms, you probably can get them on paper, but I'd question the need. We just keep pdf copies and print them off - it's much quicker than getting them sent out

You can get self-assessment and other kinds of (paper) forms here :
hmrc.gov.uk/contactus/staustellform.htm
Employers forms and tables
hmrc.gov.uk/paye/forms-publications/onlineorder.htm
EDIT : I'm not allowed to post links until I've made 15 posts

HMRC have made it increasingly difficult to order the paper forms, but you can still get the employer forms by calling their orderline on 0845 764 6646.

you would need to be more specific as to which ones you mean
