Hello, we act as a middle man sending items worldwide for our customers. If a customer orders from us who are based in Jersey or elsewhere overseas but are asking us to send to the UK, do we charge VAT or not? We are in the UK, are sending the parcel within the UK but billing the person who is not in the UK.

As this relates to goods, as opposed to services, in order to zero rate the supply you must have evidence that the goods have left the country.

In your case the goods clearly haven't left the country, and the supply is therefore at the normal rate for the items concerned - standard rate in most cases
