I'm having difficulty navigating the complex world of EU VAT.

As a UK business (ltd) acting as (travel) agent for EU businesses (tour operators) selling services to customers I am interested in how to account for VAT on the commission we charge the EU business.

My understanding is that armed with a VAT number for the EU business we don't need to invoice VAT, but report it in the EC Sales List. Where I am confused is how to act when the EU business not registered for VAT (usually because they are too small to meet the registration requirements in their country and occasionally because they are set up as membership clubs).

Does anybody know whether in this case we need to invoice for VAT and how do we include it in the EC sales list without a VAT number for the EU business?
