Where is seen as the best place to advertise in a magazine for maximum exposure?
Inside Front Cover?
Inside Back Cover?
Outside Back cover?
and any idea what the following acronyms mean in respect of advertising? OBC, LBC, LFC and DPS
I'm assuming the BC and FC are Frotn and Back cover.

I would say Inside Front Cover is the most likely to be seen.

You should get an idea from the pricing structure I'd think... take a local mini-example, the Furness Inn-Quirer (CAMRA publication) charges the same (£100) for inside front cover, as back cover (back cover, not even inside back cover!) Inside back cover is same price as any other full page add in it, though only £10 less than the former.
We're talking peanuts here, but it's an idea!

I would have said Inside Front Cover would get more visible exposure.
Reasoning
Everyone opens the magazine and more often than not go to the contents so inside cover is likely to catch attention.
Not everyone gets to the back page therfore less likely in exposure terms.
Always possible to get seen on back cover as when magazine is closed there are always 2 viewing possibilities.
ps These are my thoughts not backed up by any form of research :D

The price will guide you to some degree, but I would advise you to get the publications in question and look through it. You can see what stands out to you when you read it.
We find, for example, in the trade magazine we have occasionally advertised in, that ads near editorial works best. That's logical as the editorial (or rather industry gossip) is what people buy that mag for.
If we get some PR we always try to have an ad on the following page. Sales guys are usually more than happy to accomodate this.
The most successful ads I ever saw stats for were when Microsoft advertised in a London paper. They took strip ads that went either across the bottom of the page or down the side. I assume this was because people were reading the editorial with the ad in front of them permanently.
But you can't beat testing to find out for sure.

oh - and DPS is Double Page Spread (i.e. two facing pages of ad.)
