No they haven't, that starter guide from Google is the only official insight they have released for SEO'ing your website for the Google search engine.

As far as I know, the only "official" SEO pointers Google ever releases are via its "insider" - Matt Cutts, which contains some very useful insights into how Google ranks webpages - http://www.mattcutts.com/blog/
