Didn't google do some testing a while back with Local Ad Listings that were separate from Local Search yet were paid one time placements and appeared just below the 3 masthead Google Ads.

This looks like a refinement on those, and maybe why Google went from 10 local listings to 7 to free up some space. It's certainly less cluttered than the Local Ad Listings that Google appeared to be testing before rolling out.

Google have been toying with the idea.
People doing adwords that use the same account for map listings can have the listing consolidate the terms on maps.

Is there any way to encourage this for our own sites?
