if i make my contact page a conversion page, does the user need to fill and submit the form or just click on the page?

I have had 32 visitors and 0 conversions, however i have went from the homepage to the contact page and it hasnt registered it as a conversion.

You want to make your thank you page the conversion page which is hit from when they submit from the contact page. That should then equal one valid conversion. You can still monitor the contact page though and tweak it so it looks/usable/more appealing etc...

I'm pretty sure you can set it up either way, by the sounds of it you have it set up so that they have to complete the form in order for it to count as a conversion.

if your site takes visitors to a different page after they complete the contact form (something like "thankyou for contacting us) then by the sounds of it you have that page set up as the goal/conversion page rather than just the contact us page

Its definately the contact page and not the thank you page.

Hmmm

I may be way off here....how long did you stay on the contact us page when it didnt register?...I'm pretty sure I have read somewhere - possibly on this forum - that if someone clicks on a page and then bounces straight from it analytics can have trouble registering it properly
