Start > All programs > Accessories > Command Prompt.
Type ping, space, the IP address and press enter.
You will then get a ping report.

What sort of ping?
8.8.8.8 is easy to remember, it's a Google DNS server.
Or if you want to check name resolution at the same time bbc.co.uk responds quickly.

Confusion of terms here.
Pinging could mean using ICMP (Internet Control Message Protocol) to test whether a network connection is working or not. You send a ping and if you get an answer you know the network is connected. Purely a technical test of network connectivity.
Pinging is also, I believe, used to describe a method of posting blog articles.
The OP did not make it clear which he/she meant.
