One of our sites has been No 1 on the engines for over 6 years for very competative terms.
Question I wonder is do the engines look at this situation and wonder how they could get revenue from such a site.
As they must realize that the top sites are in general earning quite nicely ,none of which goes in there coffers unless the site is using PPC.?

Good business revolves around everyone getting their share of the pie.

You'll find that, a lot of the time, Google's team will analyse your site but will not try and sell you anything if you're already number 1. Realistically, they're looking for the guys that are lower down in the rankings who are more desperate to get to the top.

You do know this is impossible don't you - how can there be enough pie when everything has been done eg: search engines - done, directories - done, niche - done, shopping sites - done, comparison engines - done, seo services - done.
There's not enough pie to go around. Unless you invent that great idea..... ofcourse.

My comment was in answer to the OP, why do Google not want to make money from sites they rank highly. Possibly because Google are happy with their share of the pie and are equally happy for well ranking sites to bring punters to their pages, those punters will click on the adwords. It is a symbiotic business relationship.
