What is the going rate for getting a business plan drawn up, and who on here provides this service..

You will get more benefit from doing it yourself!! By all means have someone to give guidance and advice but you must DIY.

First question is why do you want it? (hopefully it's not because someone told you it was a good idea!!;))
If it's for fundraising at the bank, there will be a more involved and the plan will need to be structured in a particular way (eg, you'll need an executive summary)
If it's for yourself, you can devise your own structure and just include bits that you feel are important. If it is for yourself, please don't feel that you need to write a waffly document that sits in a filing cabinet once you've produced it. This isn't an exercise to "tick a box", you need to regularly measure your performance against the targets you've set yourself and if your strategy needs revising, then do it - regularly!!

Business Link give funding towards business plans. They usually cost £1000 and you pay £300
They also do capital grants for start ups. 50% up to £6K
I do them but you need someone local you can met up with and talk to. They have an approved list for an area but ask around because some on the list will be poor
Shame you didn't start up a little earlier there were some good Rural Development Grants available

I agree with Peter that you need to be able to discuss the plan with somebody face to face if it's to have any value.
It's a question of developing a strategic plan for the business. Where are you now? Where do you want to go? How are you going to get there? What business strategies, marketing etc will be involved.
Nobody will know your business as well as you. When I do these plans, I don't have the answers - what I do have is loads of questions to get you thinking. I wouldn't try to do that remotely.
The actual numbers are a small part of the plan.
