I want to raise the profile of my business to attract more holidaymakers in the UK who are looking to rent a villa, apartment or cottage and to people who own properties abroad that are looking to rent..
What ways could I promote the business with a very very limited budget!

Well, Richard Branson launched his Virgin Mobile service in the US by jumping naked from a 10-storey building during New York rush-hour. If you did something similar, I'm sure you'd get a lot of attention!
What about establishing partnerships with event organisers? or with local attractions? or with low-cost airlines? or with rental car companies? or with local tourist boards? Together, you could offer bundled deals.

go straight to the TV Channels and offer your villas as a place the can film when doing holiday shows etc

Mike, unfortunately, there not my villas, I wish they were though! Funny enough though only last month I had a chat with a guy from Granadamedia, but unfortunately, I couldn't help him this time :(

Here's 3 ideas before the Simpsons starts
(1) Your existing clients that are renting out their homes with you probably have their holiday homes close to other people who'd be interested in doing the same. Offer them a cash incentive to put their neighbours in touch with you.
(2) I live in Edinburgh and often go jogging past Murrayfield stadium. From time to time, there are signs up for events for epople who are looking to buy Spanish holiday homes.
Some of those people will end up buying and will be interested in renting out these homes for much of the year.
Others may decide to not buy a foreign home but may be interested in renting one out.
(3) Also, within 10 mins from my house, there are a couple of estate agents that sell holiday homes on top of their normal local estate agency work.
They'll have lists of past clients with foreign homes. You could have them promote you to their clients for a percentage of the profits.

From experience I know Eastern European countries (especially those that formally made up Yugoslavia) are screaming out for tourists.
I think you will find contacting the Mayor of each of the towns will prove very helpful when looking for people to rent out homes. (The odd gift of a bottle of JD will go a long way out there as well)
Contacting regional government offices is useless (the information will never get to your target), you will need to make contacts at a town/village level.
I personally love the region and when I finally make some money I am going back to Dubrovnik to retire.
