Anybody know where i can get cheap web design tools.

I use publisher which lets me do pictures but i want to create moving objects.

Moving objects could be done in Flash, but as you say "cheap" you might want to look into Swish (http://www.swishzone.com/). I've never tried it, only know of it and heard it's good for learning.
