Of course there is. Write to local companies. Schools. Council/government offices. These opportunities rarely get advertised, as the companies want self-starters, so you'll have to get out there and do the leg work.
I got a summer job at a Web design company by replying to one of their adverts for permanent staff and asking if they'd like someone to work for a few weeks in the summer. I think the MD was inpressed that I was motivated enough to work through my summer rather than bumming around like most students!

Many colleges in the US run some type of business alliance program whereby local companies can request help from students. Sometimes the student is paid and sometimes not - it depends on the position. Everyone wins in this type of deal.
Check with the college with which you are studying. You may find that they run a similar program. If not, get to know some local small businesses. I'm sure they'd be glad of some help.
