You should be able to Refund it. In your Activity, click on the Payment Status for the item in question and, on the page that appears, there is a Refund option.

In the details of the transaction it will have the email address used to make the payment - simple pay that email address the amount you would like to return.

Does doing it that way not result in the person being refunded being charged for receiving the money?

The refund option is right at the bottom of the transaction page. If you refund by clicking on that link, you get the paypal fees refunded. These fees have nothing to do with the customer.
I guess you've left yourself open for them to dispute the original transaction if you didn't do the refund on that one, (as I understand it, you emailed them the payment), which means they could get their money twice.

Yep 'Issue Refund' is right at the bottom of the transaction details page (in small type) and you can make a full or partial refund. Fees (full or partial) are refunded to your account so you are not out of pocket.

This thread on rejecting customers on PayPal sites is extremely useful. Many thanks.

If you cant find the refund button try it in a different browser, I have no idea why but for a while in IE it was covered up by other stuff and I had to switch to FF to find it!

It's not necessarily a button, sometimes just a very small link at the very bottom of the transaction page.

All the OP has to watch out for is a cahrgeback or paypal deducting the original money for fraudlent cards etc.
ONLY ever use the refund link right at the bottom of the page for the transaction.
