Hi James,
If you read old posts on here, it will help you understand it all.
Basically..you need to build a web site (either you do it yourself, or employ a designer) , You'll need a domain name and a hosting company. If you leave your email on here, you could be spammed to death
I'd delete it quick!
I'd ask all you questions on here, or use your PM.
Jayne :D

you need to register a domain and host it somewhere , than for example use a site builder to create the site and than find a way to promote it .

What are you going to use the site for? You might be able to share access to a master site?

If you want an informational website, than that requires 1 less step than getting an ecommerce one started up, but if you want an ecommerce one, than you could go about it 2 ways.
Ecommerce site: An easy way is to contact a web designer and purchase a shopping cart software and a credit card processor. Or if you are feeling very ambitious you could design the shopping cart yourself, but take into account that if it takes you longer to write your own software than to break even with from spending some cash on a web designer, than your best bet is to get help. Those 2 software are pretty much the basis of you online store.
The web designer will fabricate the visual store front and pages to your likings. If you buy from an ecommerce seller (Monser Commerce, Os commerce, ect.), a lot of the work done is by an automated builder and the designer will work with the sections not handled by the builder. This is just how it works. If your website won't support products (a non-profit site or informational or personal) than you could make it yourself with frontpage and you won't need shopping cart software and credit card processing since you're not selling anything.
Your next step is to get a domain name and host. Most of the time the web designer you are working with will also offer or include hosting and a domain name regestration in the fee. Some ecommerce services charge more for hosting than others. I think the fee for Monster is $100 per month. While other companies do an expensive one time fee. A good way to save is to get your site designed by one company, than transfer all that work to one that offers cheaper ecommerce hosting services.
You last step is to market your website. Good designers will keep search engine optmization in mind while making your pages and hence give you a head start.
This is a basic outline to how to get your site up. I'll send you an issue of my colorful newsletter that contains tips on ecommerce.
Good luck on your venture.
