Once I've managed to get hold of the handbags I would like to sell. I would like to get the opinion of the public.

Is it possible to go on the High Street, show the public the actual handbags, ask them what they think of it and ask how mch they're willing to pay?

Is this a good idea?
Is this legal?
Who should I ask permission from?
And what else should I do.

If you are looking at doing research then going straight to the public and no it's not illegal unless the handbags are illegal. When you come to selling them you have a whole range of options Ebay,Amazon,Ebid Set your own E-Commerce site up and a retail unit I.e Market Stall.

No it's not illegal and it is a good idea, although if you are only going out in your local town you wont get a real idea of what the general public as a whole are willing to pay for your products. If you are planning to sell online then it may be a better idea to have a look at potential competitors who are already established on the internet and price your products in line with what they are selling their products at.

If, on the other hand, you are also planning on selling your products in your local town from a stall then definitely get out with a few examples and find out what price the public in your area would be willing to pay. Also make sure you let them know that you will be opening a stall - get some flyers printed and take them with you, and maybe put an offer on for the first couple of weeks until you get established.

You might find that if your council is particularly harsh they may make you apply for a license even to give out leaflets on your high street let alone market research. I would call them without giving too much detail about you/what you intend to do just to find out. All they can do though is tell you to move on if they don't want you doing it.

I think handbag " Parties " are becoming very popular.

Not only new,but second hand designer handbags.

Seems like it`s the new,in vogue,thing to do :-)

have a handbag party, where you invite a load of you friends and family over, showcase the bags to them give them a chance to buy and get their opinions. hold one once a month and in no time you will grow by word of mouth also advertise on facebook and twitter and mabye you'll be doing 1 or 2 partys a week.

you could do a video on youtube, showcasing the different ones and asking for feedback too. Also run a blog, get email addresses etc.

Surveymonkey.com is good for getting data.

Whether buying a designer handbag is better than renting it, is a very subjective matter that needs to be assessed by you, as per your financial position and outlook

go on facebook and make a page for it
have a handbag party! force your friends/family to buy some :)
