These tips are what have worked for me, these won't work for every business, so their not guaranteed - but most are a good way to market a business.

1. Invent a good idea to begin with, or at least add something unique.
2. Information is key on the web, people search it, want it and buy bcos of it. So display this on your websites.

3. SEO your website ASAP
4. Ensure your website looks attractive or many will click away
5. Offer something for Free, and keep it free forever!
6. Try to be innovative - it helps to stand out above the crowd
7. Join Professional associations eg: Federation of Small Businesses (FSB), these offer discounted services through various partners.

8. Seek out and attend networking events in your area - and get talking about your site.
9. Use word of mouth whenever possible - its the best
10. Add a 'bookmark this site' weblink, this helps more than you realise
11. Add a Recommend Us tool to your site.
12. Use Public Relations to get the masses talking.
13. Get linking - yes, it's an oldie, but a goodie and it works.
14. Buy links, as these are routes to your website, but try to keep it targeted if possible for the best results.

15. Do email marketing to get new business
16. Don't forget your current paying clients, contact them often and get feedback on your product/service.

17. Offer freebies and discounts to clients
18. Attend business events regularly, hire a stand space and get promoting.

19. Put a blog on your site and talk your offerings up. This is free advertising, 100% for life!!!!!

20. Add a mini forum or comments tool, this will self-generate content and provide food for the search engines. Again, this is free advertising for life - IF done correctly.

Yes these are good tips.It may not work for everybody but it will help a lot of businesses, just pick out what will work best for your business.
