Well for starters you should sort out the really awful design and give the SE something to work with.
In any case do you mean PageRank or the rankig of the page - they are two different things.
To improve PageRank you need lots of good quality inbound links.
To improve the page ranking you need to follow the Google guidelines.

To raise your PageRank you simply require backlinks from sites within your niche that ideally have more authority than you currently have.
An easy and free way to receive some quality links is to write some articles for EzineArticles and you then leave a link in the signature field at the bottom of the article.:D

what you really want is to improve your rankings in google and yahoo and the only way really is to build links to your site.
Not just any links,but links which are relevant to the topic of your site.

I got links to my website by looking for people who offer a cleaning type service.
We provide commercial cleaning, so we looked for someone who did windows ovens and carpets, asked if they wanted to do a partner link. Links that are similar trade to you help, not just any link.
They added us we added them.
We are now top of Google In Shrewsbury, Nottingham, Dudley and few more.:)

for page rank increase !! i would suggest you to do link building work... try to get contact with niche sites [with good page rank] which link back to you and make some blogs and place your link in to it.. will definitely help u to get good page rank....
