Am not interested to spend money to design my website before it's getting stables.Definetly i will improve website but not now!!

Try http://csscreme.com/freecsstemplates/ I've always found there CSS templates to be pretty slick.

Can't find the copyright statement on that website. Are their templates public domain?

csscreme doesn't actually own those templates but each download comes with different terms and in most cases it's:

"If you use our templates please don't remove the footer links" etc
