Not true according to Google...
The Webmaster Central Blog has an informative post on improving snippets with better description meta tags (http://googlewebmastercentral.blogspot.com/2007/09/improve-snippets-with-meta-description.html) (although this article is from late 2007, it is still referenced in later documents from google including their starter guide (http://www.google.com/webmasters/docs/search-engine-optimization-starter-guide.pdf) from late 2008), and in that official google blog article it says:
"And it's worth noting that while accurate meta descriptions can improve clickthrough, they won't affect your ranking within search results."
this is also stated in this google guideline page (http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=35264):
"While accurate meta descriptions can improve clickthrough, they won't impact your ranking within search results."

Yes, it is always wise to take what Google (and SEO consultants in general) says with a pinch of salt, and run your own SEO tests (http://www.seo4uk.com/home/seo_tests), but some things Google say can quite easily be either verified or backed up with simple tests.
For instance, one quick way to provide some back up for Google's statement on meta description not being used for ranking purposes, is to have a look at this forum's meta description, then run this google search (http://www.google.co.uk/search?hl=en&source=hp&q=%22Advice+and+help+for+small+business+owners+and +entrepreneurs%22+site%3Awww.ukbusinessforums.co.u k&btnG=Google+Search&meta=&rlz=1W1SUNA_en-GB&aq=f&oq=). A search for the phrase which is in the meta description against this site currently shows no results. (This test alone is not conclusive proof that what google says about meta descriptions is correct, but it is one test that supports what they are saying is true in a particular case)

So according to that, keyword anywhere in title tag is 66%, and keyword as the first word in a title tag is 63%, so it's best not to have it as the first word?
