There are a few host's on these Forums who could help you out (me included). How busy a Forum are we talking about and which software will you be using??????

You could check out our packages at the following links. You can install free forum software with the hosting.

Otherwise try Matrixx Hosting.

phpbb is the software.
I was hoping that that WASN'T the answer... :(
You may want to reconsider your choice of software after the security issues that phpbb has faced in the last 12 months - The newest version MAY be okay, but phpbb has gained a bad rep because of it...
If you want FREE but feature rich then my "tip of the day" would be SMF (Simple Machines Forum), I can't remember the web address so you will need to Google for it - it's very very good from what i have seen and i have installed a few in the last few weeks / months.
Anyway, back to the original question about hosting - is this a new site without members and do you have any guesses on hits / members etc??? You need to remember that cheapest isn't always best in these matters especially as you are looking at a php / SQL script that will require a decent server.
