I've developed the inkling to create a non-commercial website which revolves around an interest of mine.

I've no interest in making money from it and view the whole thing as just a fun project that'll take a few hours to set up.

Being as tight as two coats of paint, I don't want to spend a single penny on it.

So, I've got some questions for the e-savvy.

Is there a freely available program which I can use to design my site (and include keywords etc) so it looks good?

Is there a good free hosting company that'll allow me to have a url that doesn't go on forever? (and doesn't have popups)
